I appreciate Mr DiCicco's effort and respectfully request all members of City Council to vote in favor of this Bill. In the current economic climate, the city should be encouraging rather than hurting small businesses. Glibly boiled down to "only $10 a week," the $500 annual fee proposed by the Streets Dept under the authorization of a previous ordinance, may not sound like much to people who don't have to struggle to keep afloat and retain employees. To those who are, it's a lot of money. Businesses already pay high taxes for the right to operate in Philadelphia. Presumably, these taxes -- in excess of those borne directly or indirectly by individual citizens -- cover costs of municipal services provided specifically to businesses. Further, the basis of the fee is unfounded. Many offices and other organizations generate far less non-recyclable waste than residential occupancies, so it is simply wrong to assess every small building with commercial occupancies the same amount. The long-term negative consequences of further discouraging businesses in Philadelphia greatly outweigh any short-term benefits the extra money may offer.
